Focus and Scope

KPI Science News – Journal of Systems and Polytechnic Engineering

Systems Engineering, which is also called the Systems Methodology of the XXI Century (on Derek Hitchins).

Systems engineering methodology and standards are developed and maintained by:

- the Seventh Subcommittee of the Joint Technical Committee of the International Standard Organization (ISO) and the International Electrotechnical Commission (IEC) Software and Systems Engineering (ISO/IEC JTC1/SC7);

- Institute of Electrical and Electronics Engineers (IEEE);

- International Council on Systems Engineering (INCOSE);

- other international organizations and world-class corporations.

Polytechnic Engineering is a category that formalizes the use of a system of scientific and technical tools of various engineering disciplines for the production of High tech developments at all stages of the life cycle of such developments.

Polytechnic Engineering is an interdisciplinary research and development activity aimed at modelling, designing and implementing theoretical and applied engineering solutions based on the systems engineering methodology.

The basic categories of scientific papers of the journal are Engineering Methodology; Engineering Methods; Engineering Models; Systems, Processes and Technologies of Systems and Polytechnic Engineering.

Articles on Systems and Polytechnic Engineering background in the KPI Science News journal are published in the areas of basic categories, according to thematic headings of such branches of knowledge as: Mathematics and Statistics, Mechanical Engineering, Electrical Engineering, Information Technology, Automation and Instrument-making, Electronics and Telecommunications, Chemical and Biological Engineering.

Peer Review Process

Each submission to “KPI Science News” is reviewed by the editorial secretary and coordinator of the corresponding scientific direction. Articles that meet the subject matter of the publication and editorial requirements are submitted for peer review.

The editorial secretary checks the submission for compliance with the Author Guidelines of the journal “KPI Science News”. Each article is checked for originality using the StrikePlagiarism software. A similarity level higher than 15% may be the reason for rejecting the article (each case is considered individually). Such a preliminary review lasts 10-14 days.

Authors can specify the names of scientists who should not submit the article for review, as well as suggest potential reviewers. These proposals will be considered, but are not always taken into account by the editorial board.

All submitted manuscripts are sent for single-blind peer review to two reviewers. The authors' surnames are known to the reviewer, but the reviewer remains anonymous to the authors. The reviewer's conclusions and comments, as well as the authors' responses, are sent by e-mail. Communication between authors and reviewers is conducted through the editorial office, except in cases when reviewers consider it necessary to get in direct contact with the authors.

If necessary, by decision of the editorial board, additional reviewers may be involved, and the authors will be notified.

For the convenience of reviewers and obtaining conclusions about the compliance of scientific articles with the journal's criteria, a review form has been developed, which consists of a test table and a page for comments.

Articles are reviewed by specialists in the relevant field of the relevant profile, both from among university scientists (members of the editorial board of the journal) and from among scientists from scientific institutions of Ukraine or other countries.

The peer review process takes up to 30 days. If the review process takes longer, the authors will be notified.

The revised version of the article is submitted for reconsideration to the same reviewer. The author adds a cover letter to the corrected version, which provides answers to the reviewer's comments point by point and explains exactly how the material was changed.

The final decision on accepting an article for publication, as well as placing it in a specific issue of “KPI Science News”, is made by the editorial board, taking into account the conclusions of reviewers. The editorial board's decision is immediately communicated to the authors.

Publication Frequency

Publication frequency is 4 issues per year.

Open Access Policy

"KPI Science News" is practicing a policy of immediate open access to the published content, supporting the principles of the free flow of scientific information and global knowledge sharing for the general social progress.

If an author submits the article for publication in the journal "KPI Science News", that means that the author agrees with the policy of the journal and layout rules, and manuscript submission to the journal "KPI Science News".

Publication Ethics

The publisher of the KPI Science News Journal, National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute”, in its publishing activities adheres to the recommendations of the Committee on Publication Ethics (hereinafter - COPE), Principles of Transparency and Best Practice in Scholarly Publishing of the Open Access Scholarly Publishers Association, and is also guided by the Code of Honor of the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute”, the Regulations on the system of preventing academic plagiarism in the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute”, the Open-Access Mandate.

Editorial staff, authors and reviewers are obliged to adhere to high standards of publishing ethics and collaborate in accordance with recommended COPE practices. The core principles of publishing ethics include the ethical obligations of authors, editors and reviewers.

Ethical obligations of authors

Authors must adhere to high standards of scientific ethics and maintain proper communication with editors and co-authors to avoid misunderstandings and violations of the academic integrity principles. Authors should refrain from any kind of manipulation of research results.

Authors must avoid:

- plagiarism and self-plagiarism. Authors are required to provide reliable citations and bibliographic references in accordance with the requirements of the scientific publication. Any material protected by copyright may be reproduced in articles only with the written permission of the copyright holder. Authors must have written permission from the copyright holder to reproduce figures and tables, unless they are freely used under the terms of the relevant licenses (e.g. Creative Commons). Authors must ensure that their proceedings are original and belong to them, that the scientific results obtained are new and had not been previously published (in part or in full in another languages as well) and there is no other contractual arrangements for publishing the paper or any of its part. The manuscript should not be submitted to editorial boards of other journals;

- falsification, fabrication of data. Fabricating, falsifying, or selectively submitting data to mislead the scientific community is unethical, as is the misappropriation of someone else's data or research results. In order to use data sets obtained by others in their manuscripts, authors must first obtain permission to use them, except for cases where the data can be freely used under the terms of the relevant licenses (e.g. Creative Commons);

- assignment of the another’s intellectual property. All persons who have made a significant intellectual contribution to the concept of the article, its structure, as well as to the research and/or interpretation of scientific results, should be indicated as co-authors of the manuscript and included in the authors’ team. If the contribution of others to the research is insignificant they should be included in the acknowledgements. Authors should acknowledge the work of other scientists used in the study and indicate the sources that influenced its course. In addition to being responsible for their own parts of the manuscript, each co-author must be able to identify the specific contribution of each member of the author’s team;

- exclusion of information about financial support, which may be considered as a conflict of interest. Authors should openly disclose any conflict of interest, for example, if the article is for the benefit of an institution or is related with services the authors are personally interested in.

In the event of significant errors in their proceeding, authors should inform the editorial office as soon as possible to make corrections, remove the article from press, publish refutations or misprint messages, as well as notify any potential conflict of interest (financial, non-financial, professional, contractual or personal).

Ethical obligations of editors

The members of the editorial board are obliged to maintain the confidentiality of all received materials and their content until they are published. Editors should not provide anyone other than authors and reviewers with information about manuscripts, in particular, whether they were received and at what review stage they are, about the content, status in the peer-review process, reviews of reviewers and the final decision of the editorial board on the manuscripts. In addition, none of the members of the editorial board can use information from unpublished manuscripts as evidence for their own research, except for obtaining the written consent of the authors. Editorial staff should not use the information obtained while working with manuscripts for personal purposes.

The editors of the journal are obliged to ensure the timely preparation of manuscripts for publication, using the resources available to the editors and to observe the frequency of publication of the issues. Editors must complete the work with the manuscript within the allotted time, and coordinate any forced delays with the authors. Editors should notify authors of rejection of the manuscript as soon as possible so that authors can submit it for peer-review to another publication.

Ethical obligations of reviewers

Reviewers should agree to peer-review manuscripts only in the area of knowledge in which they are experts, and only those that they are able to work with high quality within the specified time frame.

Reviewers should inform editors of scientific publications about any conflict of interest that may affect their opinion about the manuscript, as well as independently refuse to peer-review if there are grounds for making biased decisions.

Reviewers should inform the editors of scientific publications about any violations of publishing ethics and academic integrity they have found on the part of authors (plagiarism, self-plagiarism, unfair use of images, photographs, figures, inaccurate citations, lack of bibliographic references, excessive self-citation, the presence of a conflict of interest, to name a few).

Reviewers are obliged to keep the manuscripts confidential, their content and materials related. Reviewers should not publicly discuss the manuscript and the ideas embodied in it before the publication of the material. Reviewers should not keep the manuscript for personal use and, after submitting a peer-review, they must destroy its paper copies and delete electronic copies.

Correction and Retraction Policies

The KPI Science News Journal maintains the reliability of the results of academic publications. In cases of discrediting scientific information in published articles, the editorial board of the journal may decide to publish an amendment or retract the published article.

An amendment to the article is published if errors are found that negatively affect the scientific reliability of the article or the authors’/journal’s reputation.

The amendment notification is published as soon as possible. Cross-hyperlinks are provided between the online version of the article and the amendment. A DOI number is assigned to the published amendments.

The amendment notification, titled “Amendment: [Article Name]”, is also published in the next issue of the paper version of the journal and is included in the table of contents.

A retraction of a published article can occur in the following cases:

- identification of violations of scientific ethics and academic integrity, in particular the presence of fictitious allegations of authorship, plagiarism, fraudulent use of data, double publication or any other unfavourable practices;

- the establishment of the fact of the presence of significant errors (e.g. incorrect calculations or experimental errors) or the main conclusion is no longer valid or significantly discredited as a result of the emergence of new evidence that the authors were not aware of at the time of publication;

- notifications from the authors about the errors’ detection (e.g. in the case of using equipment that turned out to be faulty, to name a few).

For each retracted article, the retraction notification indicates the reason for the retraction and its originator. The retraction notification will be hypertext linked to the retracted article and the article itself will be clearly marked as retracted (the original article remains unchanged, except for a watermark on every page of the PDF article indicating that the article is “retracted”).

The retraction notification, titled “Retracted: [Article Name]”, is also published in the next issue of the paper version of the journal and is included in the table of contents.

 

Authorship policy

The KPI Science News Journal follows the authorship guidelines outlined in the Council of Science Editors (CSE) Policy Document on Promoting Integrity in Scientific Journal Publishing.

Authors (co-authors) are persons who have made a significant contribution to the presented work to be listed in the publication.

Individuals who have made a certain contribution to the work, but not so significant to be recognized as authors, should be included in the acknowledgements.

It is expected that each co-author made a significant contribution: either to the concept of the research presented in the publication, or to the preparation of the research plan, or to the receipt, analysis (processing) and interpretation of data, or to the preparation of the draft work, or to its significant revision. In addition, each author agrees to be personally responsible, not only for his own contribution, but also for those parts of the work in the implementation of which he did not participate.

Authors must review and approve the final manuscript prior to publication.

Who should be included in the list of authors and the order of authors in this list are determined by the authors themselves.

 

Copyright Notice

The ownership of copyright remains with the authors.

Authors may use their own material in other publications provided that the journal is acknowledged as the original place of publication and National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” as the Publisher.

Authors who publish with this journal agree to the following terms:

  1. Authors retain copyright and grant the journal right of first publication with the work simultaneously licensed under CC BY 4.0 that allows others to share the work with an acknowledgement of the work's authorship and initial publication in this journal.
  2. Authors are able to enter into separate, additional contractual arrangements for the non-exclusive distribution of the journal's published version of the work (e.g., post it to an institutional repository or publish it in a book), with an acknowledgement of its initial publication in this journal.
  3. Authors are permitted and encouraged to post their work online (e.g., in institutional repositories or on their website) prior to and during the submission process, as it can lead to productive exchanges, as well as earlier and greater citation of published work.

 

Publication Fee

The journal does not get any publication charge for papers. For each author, the publication is free of charge.

 

Archiving policy

The KPI Science News Journal practices a policy of instant Open Access to published content. Full-text access to scientific articles published in the journal is presented on the official website of the journal http://scinews.kpi.ua/, in the Electronic Archive of Igor Sikorsky Kyiv Polytechnic Institute (ela.kpi.ua) and in the “Electronic Archive of Scientific Periodicals of Ukraine “Scientific Periodicals of Ukraine

 

Self-Archiving Policy

The author can archive his article (with the consent of the co-authors) on his own web pages, in social networks, on institutional web pages and other repositories at all stages of its preparation for publication: pre-print (for peer-review), edited manuscript accepted for publication, article galley. The galley file must be identical to the one published on the journal’s website. When archiving a galley, a link to the journal’s website should be provided.

 

Plagiarism Checking

The journal publishes only the new results of fundamental and applied scientific research on the subjects of the magazine, which had not been previously published in other scientific publications in Ukraine or abroad.

Each submission is checked for originality using the StrikePlagiarism software. A similarity level higher than 15% may be the reason for rejecting the article (each case is considered individually).

 

Open Access Policy

The KPI Science News Journal supports the dissemination of research data. This makes research more controlled and reproducible. Using the data obtained by other researchers makes it possible to increase the arrays of processed data and to reveal the effects that appear only with significant amounts of data. In addition, the use of data by researchers from another field of science facilitates multidisciplinary research.

The open access policy applies to all data obtained in the course of research and confirms the results published in scientific articles. These are, in particular, raw experimental data, processed data, software, algorithms, protocols, methods, materials, sample pictures, etc.

Researchers can place this data in the institutional repositories of the institutions in which they work.

The editorial board of the KPI Science News Journal cannot require authors to grant open access to these studies. Decisions on data dissemination are made by the authors of the articles in consultation with the management of the institutions in which they work and the research sponsors. In the case of posting primary research data in open access, the article should contain a note about this and provide a corresponding web resource.

History of the Journal

The journal “KPI Science News” was registered on September 26, 1997 by the Ministry of information of Ukraine (certificate KV No. 2863) under the title “Research Bulletin of the National Technical University of Ukraine “Kyiv Politechnic Institute”.

After re-registration by the State Registration Service of Ukraine, the journal received a Certificate of state registration of a printed mass media КВ No. 18963-7753ПР dated 25.04.2012.

In March 2018, the journal was named “KPI Science News” and received a new Certificate of state registration of a printed mass media – КВ No. 23144-12984ПР dated 07.08.2017.

From 2010 to 2017, it formed the following thematic issues: № 1; 2; 5; 6 – technical sciences; No. 3 – chemical and biological sciences and technologies; No. 4 – physical and mathematical sciences. Since 2018, the journal publishes articles only in technical sciences.

 

According to the orders of the Ministry of Education and Science of Ukraine No. 1643 of 28.12.2019 and No. 409 of 17.03.2020, the journal is included in Category “B” of the list of specialized journals of Ukraine in technical sciences (specialties – 113 Applied Mathematics, 121 Software Engineering, 122 Computer Science and Information Technology, 123 Computer Engineering, 124 System Analysis, 131 Applied Mechanics, 132 Materials Science, 133 Branch Engineering, 134 Aviation and Rocket and Space Technology, 141 Electric Power, Electrical Engineering and Electromechanics, 142 Power Engineering, 143 Nuclear Power, 144 Heat Power, 151 Automation and Computer-Integrated Technologies, 161 Chemical Technologies and Engineering, 171 Electronics, 172 Telecommunications and Radio engineering).

Starting from 2020, the frequency of publication of the journal has been changed from 6 issues per year to 4 issues per year.

The journal is included in the following databases: DOAJ, EBSCO, WorldCat, J-Gate, OpenAIRE, Ulrich's Periodicals Directory, BASE, Miar, WCOSJ.
